would grant. This court, without any reason, denies an indigent inmate a copy of a transcript (already prepared) of an evidentiary hearing of a post-conviction hearing because he cannot pay $15 (as “handling and mailing”). The applicant should now apply to the U.S. District Court for relief.

CALOGERO and DENNIS, JJ., would grant the writ.
